How will the Parents and Grandparents Program look in 2023?

PGP 2023 details are not yet available, but we review the PGP since 2020 to provide an indication of the potential process for next year.

The process that Immigration, Refugees and Citizenship Canada (IRCC) will utilize for the Parents and Grandparents Program (PGP) in 2023 is currently unknown.

It is estimated that approximately 155,000 potential sponsors remained in the pool of candidates who submitted an expression of interest back in the Fall of 2020 after IRCC’s last PGP lottery in October 2022.

Summary of the PGP Since 2020

IRCC has used a lottery system to randomly select which sponsors would receive an Invitation to Apply (ITA) through the PGP for the last three years.

Since October and November of 2020, all ITAs for the PGP have been granted to applicants who expressed interest in sponsoring their parent(s) or grandparent(s) through this program.

From the total pool of candidates, IRCC accepted up to 10,000 completed PGP applications in 2020, 30,000 in 2021, and 15,000 in 2022.

There remain more than 150,000 interested PGP sponsors from the group that submitted an expression of interest back in the Fall of 2020, according to IRCC. There has been no indication yet as to whether Canada will continue to draw from this candidate pool in 2023, but the Immigration Levels Plan for 2023-2025 may provide some insight into next year’s PGP implementation.

Revelations from the latest Immigration Levels Plan regarding PGP 2023

Canada’s Immigration Levels Plan for 2023-2025 indicates that the country hopes to welcome over 28,000 parents and grandparents in each of the next three years, even though it is not known how many ITAs will be sent out or how many completed applications will be accepted through the PGP.

Under family immigration, parents and grandparents are targeted as follows:

  1. 2023: 28,500
  2. 2024: 34,000
  3. 2025: 36,000

Alternatives to the PGP: Super Visa

In addition to being highly competitive, the PGP is a pathway for many Canadian Citizenship and permanent residents to bring their parents and grandparents to the country. As a result, many Canadians have been unable to bring their loved ones to Canada through this immigration pathway, which is frustrating.

As an alternative to the PGP, Canadians do have another option – the Super Visa. The Super Visa program is administered by the IRCC and has its own eligibility criteria.

As an alternative to the PGP, this program provides Canadians with the following benefits:

1) As opposed to the PGP, which is open for roughly two weeks a year, the Super Visa is available all year long

2) Allows Canadian citizens and PRs to visit their families in Canada for up to five years without having to renew their visas

3) Visa extension options are available for sponsored individuals that allow them to remain in Canada for up to seven years or to enter Canada multiple times for up to ten years. Information on the different Visa extension options can be found here.

4) Sponsored parents and grandparents can travel freely between Canada and their native countries with the Super Visa program. In this case, the individual would not need to reapply for a Temporary Resident Visa (TRV) if his or her home country requires a TRV for entry.

5) For those living in countries that do not require TRVs for entry into Canada, acceptance into the Super Visa program includes a letter authorizing entry for up to two years.
